Tests of Live VVC 8K 60fps Encoding Detailed & Demoed At IBC 2023

This paper presents a VVC/H.266 encoder capable of 8Kp60 10-bit HDR real-time encoding with 24% lower bitrate than SpinHEVC. Tests on Intel Xeon Scalable Processors showed up to 70 fps at 30 Mbps and 40 Mbps at 60 fps for 8K video, proving its viability. It had minimal latency and MS-SSIM study revealed higher quality compared to HEVC and AV1. Hundreds of local broadcast station executives gathered at a NAB-sponsored conference to discuss a long-simmering fight between station owners and their network partners. The Coalition for Local News is arguing that taking away the right of station owners to negotiate streaming deals will harm local news their communities rely on, and have launched a push to make changes. The current rules allow network owners to leverage stations by setting economic terms for streaming services, which may come at locals’ expense.
